In my situation the 1st installation receipt does not work:
$ tlmgr install tipauni
(running on Debian, switching to user mode!)
/usr/bin/tlmgr: unexpected return value from verify_checksum: -5

As I understand, this is a problem with the old verification key in my TeXLive.
